Speaking to a crowd of about 100 people at a West Hartford synagogue last month, Gov. Dannel P. Malloy (CT) plowed through his usual set of talking points on jobs, the economy and the state budget.

Then, near the end of a question-and-answer session, someone in the audience asked about mental health policy and Malloy's brisk, business-like public persona abruptly dissolved.
