"The officer ended the call, suggesting that a surrender had been negotiated. He heard nothing until the next day, when he saw on the news that Matters, 40, a 15-year soldier who had served as a peacekeeper in Bosnia, had been fatally shot by RCMP...."

Police systems need to train first responders about gaining info into the trauma people might bring to a safety situation. We would save so many lives, reduce retraumatization (and feelings of mistrust and loss of control) the public and families experience when something like this happens. You just want so much MORE than what is happening now.
