"...Rolison is asking a legislative citizens’ advisory committee on domestic violence to update the excellent report it compiled in fall 2010. That report pointed to shortfalls in the legal system and in other aspects that were supposed to help victims and deal with abusers.
"Thankfully, improvements have been made in some areas. The state has passed several good-minded laws, including allowing judges to consider the criminal history of defendants in domestic violence cases when setting bail. And officials have been monitoring the availability of judges when they are called upon to arraign those charged with domestic offenses.
"Still, other recommendations have not gotten nearly as much traction, including using GPS to track the movements of offenders released from jail...."
