Integrating Safety, Permanency, and Well-Being for Children and Families in Child Welfare

Abstract:

This brief begins by noting that in fiscal year (FY) 2012, the federal Administration on Children, Youth and Families (ACYF) disbursed $46.6 million to States, Tribes, Territories, and local entities and granted Title IV-E child welfare waivers to nine States with the goal of more fully integrating the three aims of child welfare in the U.S.: safety, permanency, and well-being. It then discusses the federal focus on prevention and treating early exposure to trauma, including child maltreatment, shares research findings on the traumatic impact of maltreatment, and emphasizes the growing array of evidence-based and evidence-informed interventions. Following sections of the brief explain the alignment of ACYF opportunities to promote social and emotional well-being through Child Welfare Demonstration Projects and discretionary funding. Discretionary grants are highlighted and include grants for the Initiative to Improve Access to Needs-Drive, Evidence-Based/Evidence-Informed Mental and Behavioral Health Services in Child Welfare, the Family Connection Discretionary Grants Program, the Regional Partnership Grants to Increase the Well-Being of, and to Improve the Permanency Outcomes for, Children Affected by Substance Abuse, Comprehensive Support Services for Families Affected by Substance Abuse and/or HIV/AIDS, Partnerships to Demonstrate the Effectiveness of Supportive Housing for Families in the Child Welfare System, Child-Welfare-Early Education Partnership to Expand Protective Factors for Children with Child Welfare Involvement, and the Child Welfare-Education System Collaborations to Increase Educational Stability. A list is provided of ACYF projects in FY 2012, and appendices include a chart of funded programs that includes information on the location of the project, the grant amount, and a program description.
