"He is seeking a fresh review of the cases by an expert who wants to help change the way America’s child-welfare systems evaluate and treat traumatized children.
Dr. Bruce Perry said current approaches often fail because they don’t address the ways that trauma alters a developing child’s brain. Violence, threats, neglect and chaos affect developing neural systems and can make it biologically impossible for children to regulate their emotions and behavior.
“These children are extremely complex,” said Perry, a physician, neuroscientist and senior fellow of the ChildTrauma Academy in Houston. “You need to be open to thinking about them in a complex way.”...
