Nashville faces criticism over domestic violence report

When Metro released a 22-page report in September outlining changes to the way the city handles domestic violence, it didn’t mention that victims had been waiting up to four hours for an officer to arrive.

Nor did it mention that judges and night court commissioners had been seen blaming victims, or that police had failed to photograph battered women’s injuries — or that some officers believed they would be rewarded more for traffic stops than for arresting abusers.

All of those findings were contained in a 185-page report, titled “Nashville-Davidson County Domestic Violence Safety and Accountability Assessment.” But that report was not released to the public.

The public version, which bore the same name, focused on plans for the future rather than problems uncovered by the investigation.

After releasing the longer report in response to an open records request Tuesday, city officials defended their approach.

“I look at the two documents completely differently,” said Saul Solomon, head of Metro Legal and chairman of the city’s efforts to implement domestic violence reforms. “One is not a summary of the other.”
