"We want Scotland to be the best place in the world to grow up" says Aileen Campbell, Scotland's minister for children and young people. I've heard her say it whenever she speaks about the Scottish government's programme to improve children's wellbeing through a shift to early intervention. Her officials even have a hastag for it: #bestplacetogrowup. And it's not just independence debate spin â the list of policy initiatives that underpin the rhetoric is lengthy.
