Parents as Teachers program talks at Torrington Rotary about essential skills for new parents (Connecticut)

Local Rotary Club members learned about the Education Connection program Parents as Teachers with a presentation by Tara Chilson-Doherty and Eli Roberts, both home visitors for the program.

The Parents as Teachers program is funded by the Patient Protection and Affordable Care Act of 2010. The program is fairly new, starting to take clients in August 2013. It is a home-visiting program for expecting parents.

“The Parents as Teachers program is allowed though a grant because it has been demonstrated to have a positive affect on childhood outcomes,” explained Roberts.

To be eligible for the program you must be pregnant, live in Torrington or Winsted, and score higher than 1 on the Adverse Childhood Experience survey.

“We’re trying to expand our parameters to include the whole Northwest Corner,” said Chilson-Doherty.

“ACE is a list of 10 or 11 things that could have happened to people and are predictive risk factors for child development outcomes. If more than one of these things is true there is a higher risk of child abuse or neglect or not be school ready,” explained Roberts.

The curriculum for the program consists of four components - in-home visits, monthly group connections, child screenings and resource network.
