Perception gaps still wide on child abuse - Japan

"A report on Japan-US relations released by the US Congress in May highlighted experts' concerns, stating, "Even if Japan signs the Hague Convention, it is unlikely to enforce the treaty's provisions, given the existing family law system."

"Behind such sentiments are gaps in understanding between the two nations regarding parental authority and abuse.

"Japan recognises single parental authority, under which one parent has full custody of a child. And it is not rare for a parent without parental authority to have hardly any contact with their child.

"Meanwhile, in Europe and the United States, it is popular to grant joint custody of a child, under which a divorced couple make arrangements regarding issues such as child support and regular visitation rights...."
