Houston Police Chief Charles McClelland joined more than 130 top law enforcement officials on Wednesday in calling for reforms in the criminal justice system, targeting lower incarceration rates and reduced penalties, marking a dramatic shift from decades past, when politicians and police alike espoused tough-on-crime policies.
