"In his most recent budget, the president does propose to expand access to affordable pre-school programs. This is a step in the right direction, but it does not go far enough. While advertised as making access to pre-K universal, in reality it would simply allocate money to states which would be used to subsidize such programs fully for lower-income individuals, with some additional incentives for expanding access more widely. A truly universal program should actually be universal, available to and free for all children of appropriate age...."
