Report: Racial discipline disparities persist at national, Vallejo schools

Schools across the country -- including in Vallejo -- still discipline students of color at disproportionately higher rates than their peers, according to a report released Friday by the Department of Education.

That department's Office of Civil Rights surveyed all 97,000 public schools in the country and compiled the 2011-2012 data into an online database, the first comprehensive collection since 2000.

For the 2011-2012 school year, the data showed African American students at the Vallejo City Unified School District made up about 31 percent of enrollment, but accounted for 71 percent of expulsions and 56 percent of out-of-school suspensions.

The federal report said the district expelled 21 students that school year.

The numbers are nothing new to Superintendent Ramona Bishop, who was hired by the Vallejo school board in April 2011 and has spent much of her tenure trying to mitigate the issue.
