"A $9 million federal grant has been awarded to West Virginia to expand services to programs for mental health services and substance abuse programs.
Gov. Earl Ray Tomblin said there are more than 152,000 West Virginians who will benefit from the funding, which will be paid out in annual installments over five years. He noted that the state has the nationβs highest rate of drug deaths...."
