Hillary Clinton’s Comprehensive Agenda on Mental Health [The Briefing—Fact Sheets]

 

The first bullet under Early Diagnosis and Intervention of today’s release of Hillary Clinton’s mental health agenda is titled “Increase public awareness and take action to address maternal depression, infant mental health, and trauma and stress in the lives of young children.” It states “We also know that infant mental health depends on children forming close and secure relationships with the adults in their lives, and that too many children are growing up in environments that cause them to experience trauma or develop stress.” Please post your reactions to the statement and share any related responses.

Today, Hillary Clinton announced her comprehensive plan to support Americans living with mental health problems and illnesses—by integrating our healthcare systems and finally putting the treatment of mental health on par with that of physical health. Nearly a fifth of all adults in the United States, more than 40 million people, are coping with a mental health problem.[1] Close to 14 million people live with a serious mental illness such as schizophrenia or bipolar disorder.[2] Moreover, many of these individuals have additional complicating life circumstances, such as drug or alcohol addiction, homelessness, or involvement with the criminal justice system.[3] Veterans are in acute need of mental health care, with close to 20% of those returning from the Iraq and Afghanistan wars experiencing post-traumatic stress or depression.[4] And the problem is not limited to adults: an estimated 17 million children in the United States experience mental health problems,[5] as do one in four college students.[6]

What about the Floods in Louisiana and all over the place?   When we stop caring about these ecological / man made disasters, something is going wrong and the government cannot and should not be trusted. 

When our twice weekly newspaper has a photo of a tank on the cover with the caption "for snow removal or riots" things aren't good.

During the tenure of the "Consumer Majorities" required by the National Health Planning and Resources Development Act of 1974 (Public Law 93-641), we also had a Child health program known by the acronym of EPSDT (Early Periodic Screening, Diagnosis, and Treatment). Screening for "ACEs" or effects of "Toxic Stress" was not as comprehensive as our capabilities could be now. Do we need a national strategy and Public Policy to address such matters ? ? ?

At a Dartmouth [now Geisel] Medical School "Grand Rounds" continuing medical education presentation I attended in 2000, An Epidemiologist noted that "52% of Detroit Metropolitan Area Schoolchildren met the [then] DSM-IV criteria for PTSD". Similar numbers have recently been reported in Philadelphia, Baltimore, and Atlanta. I had heard/seen about such matters as far back as the early 1970's-[before 'civilian PTSD was conceptualized]-in the Southeast Bronx. Does this "Epidemic" in our Urban areas, carry over to Suburban and Rural areas as well ? ? ? Do the 'substandard and deteriorated" housing conditions of the southeast Bronx contribute to this "Epidemic" ? ? ? Does the lack of trauma treatment in hospital Emergency Departments for Crime victims, Domestic Violence survivors, and the children in proximity to them, create or contribute to the Epidemic ? ? ?Are the recently initiated hospital ER trauma interventions satisfactory enough to be included in a trauma treatment "Evidence-Base" ? ? ?
