SPARC Programs & Services provides children and family mental health services in a variety of locations across North Carolina, from the Piedmont to the Western areas of the state. SPARC has become the most recent private provider to have clinicians trained to administer the Benchmarks’ Standardized Assessment Protocol (SAP) Trauma-Intensive Comprehensive Clinical Assessment (TiCCA) to children over the age of 4 entering foster care. SPARC was selected by the Burke and Rutherford SAP Partnership’s Leadership Team, located in the Partners Health Management catchment area. SPARC has three clinicians who are engaging in this important assessment work. These clinicians are certified in Family Centered Treatment (FCT), an evidence-based practice that provides trauma-specific interventions to the whole family. With previous work based in FCT, SPARC’s clinicians are experienced at administering a standardized tool that utilizes measures as part of the process.
SPARC’s overall mission is “to keep people out of expensive institutional care.” This overarching goal aligns with the SAP partnership work in Burke and Rutherford Counties. One of the goals of providing quality, holistic TiCCAs for children is to ensure that they are receiving the right treatment at the right time, which can reduce the need for foster children to be moved from placement to placement. This reduction of placement moves, whether it be from one foster home to another, or from a foster home to an institutional setting, not only saves our systems financially, but saves our children, families, and human services providers time, energy, and prevents additional trauma. SPARC clinicians also have experience working in coordination with other systems, such as the LME-MCO, DSSes, and other private providers, all for the best interests of the children and families served. The newest TiCCA clinicians have valuable experience in providing evidence-based assessments and services in their communities.
