A major challenge in California education, and the focus of recent reforms, is how to improve outcomes for "high needs" children. But will these reforms achieve the results they are intended to have? What strategies are proving successful in Keynote speaker Pedro Noguera Featured presenter  Kim Patrillo Brownson serving high needs students - and what more needs to be done?   This year's event features Pedro Noguera as the keynote speaker. Dr. Noguera is the Peter L. Agnew Professor of Education at New York University. He appears as a regular commentator on educational issues on CNN, MSNBC, NPR and other national news outlets and is an outspoken thought leader on issues of education equity.   Additional speakers will include Michael Kirst, serving his second term as President of the California State Board of Education; Kim Pattillo Brownson, Director of Educational Equity at the Advancement Project; and Ryan J.
