What’s being done to reduce Costa Mesa’s homeless population, residents ask (ocregister.com)

The city is dealing with the growing homeless population by regulating its sober-living facilities and collaborating with faith-based groups, officials say.

Orange County spent nearly $300 million from 2014-15 on homelessness, according to a UC Irvine study released this month. Around $120 million of that was paid for by the county’s 34 cities.

“One of the cultures that we’re breeding in the Costa Mesa Police Department is one of empathy and collaboration,” said police Capt. Mark Manley. “The one thing we don’t want to do as a police department is to routinely go back out to the same problem.”

“Relationships are what make the difference,” said Pastor Ian Stevenson, executive director for Trellis. “How can you help connect them to someplace in some way that they’re going to be able to engage in a relationship that will make a difference in their life.”
