County draws up three-year mental health services plan [Davis Enterprise]

WOODLAND — Yolo County is looking to improve access to mental health services for children and adults as well as ensure that people who have spent time institutionalized due to mental illness get the services they need once they return to the community.

The plan is to do so through the next round of Mental Health Services Act expenditures.

Like all counties, Yolo receives a portion of the revenue raised under Proposition 63 — approved by voters in 2004 — which created a 1-percent tax on personal incomes over $1 million to invest in mental health services.

For Yolo County, that now amounts to about $11 million annually.

Every three years, counties are required to submit a program and expenditure plan outlining how those funds will be used.

In preparation for the 2017-20 three-year plan, the county has been collecting input from the community and conducting a needs assessment. On Tuesday, Karen Larsen, director of the Health and Human Services Agency, laid out for county supervisors a draft plan based on that input.

The proposal next will be released for public comment, then reviewed by the Local Mental Health Board and return to the Board of Supervisors for final approval, likely in April.
