I had a strange thought, as I subscribe to an e-newsletter with pdf links to Congressional Research Service reports-which usually aren't available to anyone except "Members and Committees of Congress", even though our tax dollars pay for them (as we consider the "Federal Role" in an assortment of endeavors).
