I'm putting together a short post about the NCAA find levied against Penn State and the report on Penn State that Louis Freeh put together. (The PDF is attached.)
I was surprised that most of the 120 recommendations Freeh and his team developed dealt with ethics, policy and administrative changes. (One example: "Advertise all senior executive positions externally and engage educational search experts to broaden the talent pools for senior executive positions.")
